The Local Rules Are the Floor, Not the Ceiling
LR 83.1: 'Notwithstanding the local civil rules, a presiding judge may direct the parties to proceed in any manner that the judge deems just and expeditious.' Individual judges routinely exercise this authority through standing orders that modify or add to the local rules baseline -- covering page limits, conference requirements, scheduling templates, exhibit procedures, and more.

Division-Based Assignment
TX-ND comprises 7 divisions -- Abilene, Amarillo, Dallas, Fort Worth, Lubbock, San Angelo, and Wichita Falls (28 U.S.C. § 124(e)). Cases are typically assigned to the division where the action arose (court practice). The assigned judge's individual procedures apply in addition to the local rules baseline regardless of which division the case is in.
