The Department of Commerce (Commerce), Bureau of Industry and Security (BIS) is revising the Export Administration Regulations (EAR) and the Commerce Control List (CCL) to appropriately control certain silencers, mufflers, and sound suppressors (sound suppressors) that will no longer be described on the International Traffic in Arms Regulations U.S. Munitions List (USML). This interim final rule (IFR) complements a Department of State interim final rule published elsewhere in this issue of the Federal Register (International Traffic in Arms Regulations: USML Category I Firearm Suppressors (1400-AG11) (State IFR)). This transfer of jurisdiction will reduce the regulatory burden on exports of sound suppressors. This IFR also revises the EAR to allow firearms and related items to be temporarily exported and reexported under a license exception as tools of trade, thereby relieving exporters of the regulatory burden of applying for authorization. Finally, this IFR clarifies which items fall within the scope of the EAR's entry clearance requirements for a temporary import.

In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to provide enhanced favorable treatment for the United Arab Emirates (UAE). Specifically, BIS is removing the UAE from Country Groups D:3 and D:4 and adding the UAE to Country Group A:5. More license exceptions will now be available, including Strategic Trade Authorization (STA) for the UAE Government and approved commercial entities in the UAE. STA will authorize the export, reexport, or transfer (in-country) of military items; certain commercial satellites and spacecraft; and dual-use items useful in, inter alia, oil and gas production, desalination, and civil nuclear power generation. The UAE Government and approved commercial entities will also have license-free access to advanced computing items, consistent with the May 2025 U.S.-UAE Artificial Intelligence Cooperation framework, without compromising U.S. digital infrastructure buildout.

On June 29, 2026, the Secretary of Commerce initiated an investigation to determine the effects on the national security of imports of anthracite coal. This investigation has been initiated under section 232 of the Trade Expansion Act of 1962, as amended (Section 232). Interested parties are invited to submit written comments, data, analyses, or other information pertinent to the investigation to the Department of Commerce's (Department) Bureau of Industry and Security (BIS), Office of Strategic Industries and Economic Security. This notice identifies issues on which the Department is especially interested in obtaining the public's views.

This notice is to remind the public that U.S. firms are required to report annually to the Department of Commerce (Commerce) information on contracts for the sale of defense articles or defense services to foreign countries or foreign firms that are subject to offsets agreements exceeding $5,000,000 in value. U.S. firms are also required to report annually to Commerce information on offsets transactions completed in performance of existing offsets commitments for which an offsets credit of $250,000 or more has been claimed from the foreign representative. This year, such reports must include relevant information from calendar year 2025 and must be submitted to Commerce no later than June 15, 2026.

The Emerging Technology Technical Advisory Committee (ETTAC) advises and assists the Department of Commerce on matters related to export control policies. The ETTAC will meet on June 2, 2026, to review and discuss these matters. This meeting will be partially closed to the public pursuant to the exemptions under the Federal Advisory Committee Act (FACA) and the Government in the Sunshine Act. The meeting will be held in person, with no option for virtual attendance.

This notice announces the procedures for companies that manufacture pharmaceutical products to apply for company-specific agreements with the Department of Commerce (Commerce) to onshore manufacturing of pharmaceutical products and their ingredients. Companies that enter into such agreements are eligible for a reduced Section 232 duty rate for imports of their pharmaceutical products and associated ingredients. Companies are requested to submit applications within 30 days of publication in the Federal Register.

The President issued Proclamation 11021 "Strengthening Actions Taken to Adjust Imports of Aluminum, Steel, and Copper Into the United States," (Presidential Proclamation) on April 2, 2026, to adjust imports of metal products to address more effectively threats to the national security. In the Presidential Proclamation, the President authorized the Secretary of Commerce (the Secretary) to publish modifications to the Harmonized Tariff Schedule of the United States (HTSUS) to effectuate or implement the Presidential Proclamation. The Secretary also is authorized to make any technical corrections to any Annex of the Presidential Proclamation. This notice issues two technical corrections to Annex IV of the Proclamation and a clarification.
