Treasury consolidated 18 duplicate entries across the SDN, SSI, and NS-PLC sanctions lists as part of administrative maintenance, removing redundant records while confirming that all affected persons and entities remain fully sanctioned.

chevron_right Full analysis

Administrative consolidation of 18 duplicate entries across three OFAC lists (SDN, SSI, NS-PLC) simultaneously is a first-of-kind action type with no precedent in the 90-day baseline, which contains zero list maintenance or deduplication events.

Updating Website and Contact Information, and Authorizations for Payments for Legal Services

The Department of the Treasury's Office of Foreign Assets Control (OFAC) is adopting a final rule to update website and contact information in certain parts of the Code of Federal Regulations (CFR). OFAC is also updating its regulations to correct an erroneous cross-reference.

Treasury issued Cuba General Licenses 2, 3, and 4, authorizing wind-down transactions and specified dealings involving CEIBA Investments Limited and transactions for third-country official missions in Cuba.

chevron_right Full analysis

Three Cuba GLs issued simultaneously in a single release, all linked to a specific named company (CEIBA Investments Limited), is unusual; only one prior Cuba GL (GL 1, 2026-05-07) appears in the 90-day window, and a multi-GL tranche targeting a named entity suggests a structured wind-down or resolution arrangement.

Implementation of EAR Export Controls on Silencers, Mufflers, and Sound Suppressors; and Other Firearms Related Changes

The Department of Commerce (Commerce), Bureau of Industry and Security (BIS) is revising the Export Administration Regulations (EAR) and the Commerce Control List (CCL) to appropriately control certain silencers, mufflers, and sound suppressors (sound suppressors) that will no longer be described on the International Traffic in Arms Regulations U.S. Munitions List (USML). This interim final rule (IFR) complements a Department of State interim final rule published elsewhere in this issue of the Federal Register (International Traffic in Arms Regulations: USML Category I Firearm Suppressors (1400-AG11) (State IFR)). This transfer of jurisdiction will reduce the regulatory burden on exports of sound suppressors. This IFR also revises the EAR to allow firearms and related items to be temporarily exported and reexported under a license exception as tools of trade, thereby relieving exporters of the regulatory burden of applying for authorization. Finally, this IFR clarifies which items fall within the scope of the EAR's entry clearance requirements for a temporary import.

International Traffic in Arms Regulations: USML Category I Firearm Suppressors

In support of the President's Executive Order of April 9, 2025, on Reforming Foreign Defense Sales to Improve Speed and Accountability, the Department of State (the Department) issues this interim final rule removing firearm silencers, mufflers, and sound suppressors for non-automatic and semi-automatic firearms from the U.S. Munitions List (USML).

Enhanced Favorable Treatment for the United Arab Emirates Under the Export Administration Regulations

In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to provide enhanced favorable treatment for the United Arab Emirates (UAE). Specifically, BIS is removing the UAE from Country Groups D:3 and D:4 and adding the UAE to Country Group A:5. More license exceptions will now be available, including Strategic Trade Authorization (STA) for the UAE Government and approved commercial entities in the UAE. STA will authorize the export, reexport, or transfer (in-country) of military items; certain commercial satellites and spacecraft; and dual-use items useful in, inter alia, oil and gas production, desalination, and civil nuclear power generation. The UAE Government and approved commercial entities will also have license-free access to advanced computing items, consistent with the May 2025 U.S.-UAE Artificial Intelligence Cooperation framework, without compromising U.S. digital infrastructure buildout.
