Operating Model — Presentment Court
IL-ND is a presentment court. The movant files the motion via CM/ECF AND serves a notice of presentment specifying the date and time of the assigned judge's motion call (LR 5.3(b)) — no more than 14 days after motion delivery. Counsel for both sides appear at the call. The judge then rules from the bench, takes the matter under advisement, or sets a briefing schedule.
The motion call is the procedural event; substantive briefing on the merits often happens after the call, on the schedule the judge sets. Filing must be by 4:30 PM on the second business day before presentment (LR 78.1). IL-ND uses the formal motion track for all motions.
